English Councils Plan to Dispose of Social Clubs and Sports Centres to Balance Books

According to a recent study of municipal councils, UK councils are planning to sell social clubs, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of playing fields and open spaces to support their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of authorities attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on service redesigns and utilising savings to weather growing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in Kent said its property management strategy featured the disposal of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Broader Fiscal Pressures

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities recently also found local finances being stretched by the growing number of children and older individuals needing special educational assistance.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (IMD) covering English councils, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest IMD measures,” noted the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and need,” said a council leader.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the study found.
